No-Cost Healthy Kids Coverage: Low-cost Healthy Kids Coverage: For the low-cost option, families pay a small portion of the monthly premium on a sliding scale; how much they pay depends on their income. On average, families with two to four children will pay a total of about $50 a month for health coverage for all kids. American Indians and Alaska Natives who qualify for the low-cost option do not pay monthly premiums. Kaiser Child Health Program Kaiser Foundation Health Plans of the Northwest (KFHPNW) has offered free health care to children in Multnomah County. Coverage is targeted to students in public schools who are in kindergarten through 12th grade. Coverage extends to eligible siblings starting with those at age 3. Parents are not covered. The child must not be enrolled in any other health insurance, public or private. Kaiser pays for the monthly premiums as well as covers the health care itself. While premiums are covered, the family is responsible for paying minimum co-payments. Unlike other programs, the Kaiser Permanente Child Health Program is open to children who are not US citizens.
